Rules and Regulations 2010

 

 

1.0             REGISTRATION

 

1.1       Any team wishing to play in the League and Cup Schedule must be affiliated with a member club forming part of the league.

 

1.2       Club teams from other districts may also be accepted to play in the Regular League and Cup Schedules. Such teams must have documented permission of their District Association and EMSA before they can be accepted. Such permission and acceptance must be done on an annual basis.

 

1.3       All teams wishing to play in the LDYSL and Cup Schedule must be duly registered with the League Registrar as per the League prescribed process and pay the prescribed fee.

 

1.4       Any team application submitted by a Club after the deadline will be accepted at the discretion of the Board of Directors and will be subject to a Late Registration Fee (see Appendix A).

 

1.5       Each club is required to post a performance bond with the league prior to the start of the respective outdoor or indoor season. The performance bond will be refunded in full at the League's Annual General Meeting if requested, provided the club remains in good standing.

 

1.6       When a club has accumulated fines in excess of $300.00 beyond their bond, and they have been informed to these fines, the club will have fourteen days upon notification to replenish their bond or they may be suspended from all League play.

 

2.0  LEAGUE STRUCTURE

 

2.1            Divisions

 

(1)      Subject to there being sufficient teams, age divisions will be formed for teams of players who are registered in the competitive categories. These divisions shall be known as the L5. The League reserves the right to combine age groupings if necessary.

 

(2)       Subject to there being sufficient teams, age divisions will be formed for teams of players who are registered in the recreational categories. These divisions shall be known as the L6. The U9 and U10 age divisions may consist of an “A” and “B” Division. The League reserves the right to combine age groupings if necessary.

 

(3)      Playing Night Schedule: Shall be played as follows if fields are made available by Clubs.

The only exception will be for extreme long distance travel. These games will be scheduled on the weekends at the discretion of the League. (150 km or more)

 

2.2       L6 teams that finish in the top position of a division with eight or less teams or in the top two positions of a division with nine or more teams are expected to register to play as competitive (L5) teams during the next outdoor season. Failure to do so may result in the team’s membership in the League being revoked. Approval for exception must be applied for before January 31 of the respective year.

 

2.3       Female teams will not be allowed to register in the L6 or L5 in the Male Under 11 and Older Divisions.

 

2.4  Teams registered as a “Boys Team” with more than 50% female players will not be allowed to register in the L6 or L6 in the Male Under 11 and Older Divisions.

 

2.5  A Club may only enter a maximum of two (2) teams in each division. A maximum of four (4) teams will be allowed where League has to join two single year age groups to form a division.

 

3.0       TEAM REGULATIONS

 

3.1       Player team limits as per the OSA regulations.

 

3.2       Teams may dress a maximum of fourteen (14) players in the U9 & U10 division and eighteen (18) players in all other divisions at all LDYSL sanctioned games.

 

(1) If a team or players play in a higher age division in the League, then the League will consider all players registered to that team to be of that age for the duration of the playing season involving all League and Cup games. As long as the player remains registered to only that particular team, such player will not be permitted to play on any other team in a lower age category.

 

(2) Each team (U9 & Up) must play in its own age level (when team registration permits) unless otherwise approved by the Board of Directors and it must comply with the EMSA & OSA Policies and Procedures. Approval for exception must be applied for before October 30, the preceding year.

 

3.3       Lateral movement of players in the same registration category and age division is not permitted.

 

3.4       Under 9 Teams or older may register a maximum of three (3) Under 8 aged players.

 

3.5       Under 10 Teams or older may register a maximum of three (3) Under 9 players.

 

3.6       Under 11 Teams may register a maximum of three (3) underage players as per OSA policy.

 

3.7       Each registered LDYSL team is required to have a unique and distinct name per team per Club.

 

3.8       The Under 9 & Under 10 Divisions may be divided into an “A” & “B” Divisions where sufficient registered team numbers exist. 

 

 

 

 

4.0             PLAYER REGULATIONS

 

4.1       A player must be in possession of the proper documentation to play in a LDYSL game as per current OSA player registration policies and procedures.

 

Competitive: L5

(1)             OSA Player ID authorized and validated by the appropriate District Office or

(2)        Temporary registration permit and OSA Player ID or

(3)             Trial Permit and OSA Player ID.

 

Recreational: L6

(1)        OSA Player ID authorized and validated by the appropriate District Office or

(2)             Trial Permit and OSA Player ID.

 

4.2       All Games

 

Before each game the manager or the coach shall ensure that each player listed on the game sheet is in possession of a current OSA ID / Permit. Only those players whose names and OSA Registration Number appear on the game sheet prior to the game are eligible to take part in the game. If a players name does not appear on the game sheet, the player must not play in the game.

 

4.3       Fifteen (15) minutes before the start of the game, a team representative shall ask to view the OSA ID Permits of all players on the opposing team. A player listed on the game sheet, who, at the start of the game is not present or without an OSA ID may not take part in the game until the OSA ID has been produced and inspected by the opposing team’s representative. If Player(s) and Team Official(s) are not in possession of their OSA ID, they are not to participate in the game.  A minimum of seven (7) players with OSA ID must be present to start a game. Any discrepancy or failure to produce the OSA ID must be reported to the referee, who shall report the facts to the League. If no current valid OSA ID’s are available for an entire team, the game will not be played and the team will lose the game by default.

 

4.4       If a player (or players) is found to be ineligible, any points or trophies gained from the game will be awarded to the opposing team. The offending team’s club will be fined a minimum of $75.00 for each ineligible player, to a maximum of $300.00 per game. In the case where a player taking part while suspended, the penalties applied will be in accordance with those of the Elgin Middlesex Soccer Association.

 

4.5            Violation of player regulation rules shall result in the respective game being recorded as a default by the offending team.  LDYSL rules for defaults will apply.

 

4.6       All protests regarding eligible players must be made in writing and in accordance with Rule 11. Protests and Disputes / Appeals

 

4.7       All player transfers or de-registration of player surplus to requirements must be completed on or before July 31st annually. The last date for signing new players is August 30th annually.

 

4.8       Players must be permanent residents of Ontario or a maximum of three (3) players residing in the border cities of the USA will be permitted on any one team. Visiting or vacationing players will not be permitted to play.

 

 

 

5.0            PLAYER MOVEMENT

 

5.1            PLAYING UP

 

Only players registered to a LDYSL L5 or L6 team may play in a league games for that team, except for the following circumstances where a player is “Playing Up”. The term “Playing Up” is for movement within the Club. Teams may only use players that are playing up from their own Club.

Players that are playing up may be used provided:

 

(1)     L5 Teams: The player is a registered L6 player at the same age or younger age group or a L3, L4, or L5 registered player of a lower age group.

  

(2)     L6 Teams: The player is a registered L5 or L6 player at a lower age group.

 

(3)     No more than three (3) players can play up for any one team, for any one game.

 

(4)     No player registered to an L4 or higher league may play in the L6 Intermediate Division in any LDYSL game.

(5)     No Player is allowed to register on both an L5 & an L6 team in the same age group.

 

(6)     The maximum number of times a player that is registered to a team within the LDYSL can play up in League Play is a combined total of four times in any one season.

 

(7)     The maximum number of times a player can play up onto LDYSL Teams in League Play is a combined total of four times in any one season.

 

6.0            TRIAL PLAYER MOVEMENT FROM CLUB TO CLUB

 

6.1       As per OSA and EMSA current regulations except as contained in sub-paragraph 6.3 below.

 

6.2       Trial players must be identified as such on the game sheet. There are two types of permits: a Trial Permit and a Temporary Trial Permit. Either one can be obtained from the respective District Office. (See OSA Policy 16 & 17)

 

Trial Permit: A Trial Permit shall only be used by players who are not registered with the OSA or a Provincial Association affiliated to the CSA. This permit entitles a non-registered player to play two games for a Registered Team during a fifteen-day period. A player may obtain two (2) Permits during a season, but not for the same Club. A Registration Book must also be obtained. The fifteen-day period for the two periods cannot overlap.

 

Temporary Registration Permit: A Temporary Trial Permit shall only be used by registered players (in receipt of a Registration Book) wishing to play one game for another Club, but at a higher level or age classification. A player is entitled to three Permits during a season.

 

6.3       L6 - Teams - No guest players (Temporary Registration Permit) registered to another Club will be permitted in LDYSL L6 League or Cup games.

 

6.4            PLAYER MOVEMENT VIOLATIONS: Where a team shall be found in violation of the above Player Movement Rules, the respective game(s) shall be recorded as a default by the offending team and LDYSL Default Rules will apply.

7.0            COACHES

 

7.1       L5 League Teams Only – Coaches and Assistant Coaches must have obtained the Senior Level of the Community Coaching Program. This person must be in possession of a current identification booklet with his / her OSA Registration Number recorded in the booklet.

 

7.2       L6 League Teams Only – U9-10 Coaches & Assistant Coaches must have the Children’s Coaches Certificate. U11 to U13 Coaches & Assistant Coaches must have the Youth Coaches Certificate. U14 and up Coaches & Assistant Coaches must have the Senior Coaches Certificate. Each Coach/Assistant Coach must be in possession of a current identification booklet with his/her OSA Registration Number recorded in the booklet.

 

7.3       Staff on the bench must be registered with their District and must sign and record their OSA Registration Number on the game sheet. No person is allowed to sit on the team bench or enter the field of play unless their printed name, signature and OSA ID number is on the game sheet.

 

7.4       A maximum of three team officials shall be allowed on the team bench. 

 

8.0            LEAGUE SCHEDULING AND GAME RESULTS

 

8.1       There shall be no LDYSL games scheduled on Public Holidays or Holiday weekends, with exception of Monday evenings.

 

8.2       The Outdoor Season schedule will have all divisions completed by August 31.

 

8.3       Game results determine the following: Win - 3 points, Draw - I point, Loss - 0 points

 

8.4       To determine final league standings, should two or more teams finish at the top of the division with an equal number of points at the completion of the regular schedule, a deciding game or games shall be played to determine the winner. The game (or games) shall be played at a neutral field arranged for by the League. This game shall be played to its conclusion including overtime periods and penalty kicks as determined in 8.2. The league will pay for the field rental and the game officials. Home team determined by a coin toss prior to the start of the game.

If two or more teams finish with an equal number of points in any other position in their division, then the following formula will be used to determine the exact standings:


(a) How the teams performed against each other during regular season, Ex. wins versus losses.

(b) Goals Against

(c) If (a) and (b) above do not break a tie between two or more teams, the league will determine final standings by the toss of a coin.

 

8.5       Division Size and Schedule

 

LDYSL guarantees each team registered in either L5 or L6 Divisions a minimum of twelve games and a maximum of eighteen games. Each respective age division will be maintained as a single division regardless of the number of teams entered into that division. Consequently, the following regulations regarding the scheduling will be implemented.

 

(1)  A minimum of four teams will be required to form a division. In a division of four teams, each team will play the other teams a total of four times, playing a total of twelve games,

 

(2)  In a division of five teams, each team will play the other teams four times, playing a total of sixteen games,

 

(3)  In a division of six or seven teams, each team will play the other teams three times, resulting in schedules of fifteen or eighteen games respectively,

 

(4)  In a division of eight teams each team will play a home and home series against each of the other teams within its division for a total of fourteen games,

 

(5)  In a division of nine through fifteen teams respectively, all teams will play at least one game against each of the other teams within its division to a maximum of eighteen games, and

 

(6)      When two age groups are paired together to form a division at the beginning of the year, LDYSL will at the end of this season generate a separate standing for each age group in the same fashion that these teams have a separate Challenge Cup competition.

 

9.0  CUP COMPETITIONS / LEAGUE CHAMPIONSHIP GAMES

 

9.1       All cup competitions of The League, Association and the (OSA) Ontario Cup take precedence over all other games under the jurisdiction of The League.

 

9.2       In the event of a tied game at the completion of regular time, an overtime consisting of two ten minute halves shall be played (five minute halves for U-9 & U-10).  If a team official requests a rest at the completion of regular time, a maximum of five minutes rest shall be granted prior to the commencement of overtime. No rest is permitted at overtime half time. Golden Goal rules will apply, i.e. the team that scores first in overtime is the winner. 

 

9.3       In the event of a tied game, upon completion of overtime, a winner shall be determined by the taking of penalty kicks as per FIFA Laws of the Game.

 

9.4       If the referee determines that natural conditions exist that prevent the completion of the game (e.g. bad light, inclement weather, etc.) then the entire game shall be replayed at a later date and time arranged by the League Scheduler.

 

The Competition

 

9.5            LDYSL will hold an annual cup competition, known as The Challenge Cup.

 

9.6       The award given to the winners of the U9 and U10 age groups will be known as The Sean Ryan Cup.

 

9.7       Teams reaching the finals will each receive an award accordingly, “Champions” and “Finalists”.

 

9.8       The Challenge Cup semi-finals and finals for the u17 and u18 division will be held by the League prior to the end of August.

 

The Rules

 

9.9       The LDYSL Constitution and the LDYSL Rules & Regulations are in full effect for all Challenge Cup games.

 

9.10     Teams must play in The Challenge Cup. Teams failing to play, unless for overriding OSA games (e.g. Ontario Cup) or OSA player situation (Provincial Team games) will be fined, according to LDYSL Rules & Regulations.

 

Competition Format

 

9.11     U11 to U18 age groups will play a single knockout format. 

 

9.12     U9 and U10 age groups will play a multiple game (pool) format. Durations of matches will be documented on Challenge Cup Schedules. If two or more teams finish with an equal number of points at the end of pool play the tie breaking formula in LDYSL Rules & Regulations 7.4 will be used to determine team ranking. 

 

Draw

 

9.13     The schedule will be determined by random draw prior to the start of the season. All clubs are welcome to attend.

 

9.14     No two (2) teams from the same club may be drawn together in the first round of pool play unless there is only one group (e.g. 4/5 team division).  The second team drawn will be moved to the next available group.

 

Game Locations and Scheduling

 

9.15     The League will send out host applications to all clubs inviting them to host all or part of the competition. This will include the U9-10 Round Robin, the quarter-final, semi-final and final games (referred to as ‘hosted games’). The final selection of host venues will be left to the discretion of the Board.

 

9.16            Preliminary rounds will be played at the home team’s venue during the Preliminary Weekend. It is the home team’s responsibility to book the field.  The home team will assume the cost of field rental. Preliminary games may be rescheduled as per League procedure. Preliminary games must be played by the third weekend in August.

 

9.17     The schedule and host venues for The Challenge Cup will be posted on the LDYSL website.

 

9.18     No game changes at host venues (i.e. pool play, quarter final, semi final or final) will be entertained for reasons other than those listed in 9.10 (above).

 

Match Officials

 

9.19     In the U11 to U18 age divisions all quarter-finals, semi-finals and finals of The Challenge Cup will have assistant referees.

 

9.20     The League will pay all match official fees related to The Challenge Cup.

 

9.21     The home team for all preliminary round games will issue payment to the match officials, and then submit these expenses to LDYSL for reimbursement.

 

 

 

Players

 

9.22     A player can only play for one team to which they are registered in the LDYSL Challenge Cup Competition and must be in possession of an OSA ID Booklet, which must be validated at least 24 hours before the game. Trial players are not permitted in Cup or playoff games.  Players are not allowed to “play up” in any LDYSL Cup or playoff games.

Team

 

9.23     Prior to a team’s first Outdoor Challenge Cup game, a Team Roster must be completed and signed by an official registered club contact.  This roster must detail all players who may at any time participate for their respective team in the Challenge Cup.

 

9.24     A signed team roster must be faxed, mailed, or e-mailed to the League Office by the registered Club Contact to be received one week prior to a team’s first outdoor Challenge Cup game.

 

9.25     The submitted Roster form must be verified at the registration booth by the League one hour before the team’s first hosted game. (Hosted Game = Mini Round Robin, Quarter-Finals, Semi-Finals & Finals)  OSA ID books shall be presented for the verification of all players on the roster.  Players may not participate in any games prior to the verification of their OSA ID books.

 

9.25     Failure to submit a complete club signed Roster sheet before the team’s first game will result in forfeit of the game and the club being fined as per Appendix A.

 

Protests

           

9.26            Protests of Preliminary Challenge Cup game must be filed within 24 hours of completion of the game. 

 

9.27     Protest of a Challenge Cup game at a host site must be filed within one hour of completion to the game

 

9.28     All protests must be accompanied by the appropriate fee. Where a protest is received, the Cup Competition in that division will not move to the next round until the issue is resolved.

 

9.29     A decision on a protest will be provided within twenty- four hours. The decision of The League Cup Committee shall be binding on all parties and not subject to appeal.

 

9.30     Any team found guilty of fielding ineligible or cup tied players will forfeit all games and all awards pertaining to The Challenge Cup.

 

10.0          INDOOR RULES & REGULATIONS

(This section provides rules and that will apply only for indoor soccer):

 

10.       Registration

Indoor registration will commence on the Saturday following Labor Day at the Quarter Final Challenge Cup location.  Registrations will only be accepted in person to the LDYSL Board at said location.  Availability for placement will be on a first come basis.  The indoor Season will commence following Thanksgiving.

 

 

 

10.2            Withdrawal of Teams after Registration

 

(1)   If a registered team withdraws on or before October 1, they will forfeit the LDYSL registration fee. (presentation of extreme circumstances in writing to the League may be considered )

 

(2) Withdrawal of teams after October 1 but before the schedule is posted; the respective club will forfeit the LDYSL registration fee and will be fined.

 

(3) Withdrawal of teams after the schedule is posted; the respective Club shall forfeit the LDYSL registration fee and will be fined.

 

Fines are detailed in Appendix “A”.

 

10.3            Acceptance by EMSA of any club team from other districts into the Indoor League does NOT mean automatic acceptance into the Outdoor League. This acceptance will require a vote at the AGM or SGM by the membership. Clubs from other Districts will require “Playing Out” and “Playing In” documents from their respective Associations.

 

10.4     The cut -off date for transferring from team to team is January 31st.

 

10.5     The cut- off date for registering new players is March 15th.

 

10.6     If any team has more than three players whom were registered to L4 or above in the preceding outdoor season, the team must play at least one age group higher in the current indoor season.

 

10.7     The League’s policy is to adhere to the schedule as printed. Coaches and team officials are not permitted to postpone or reschedule any game under the jurisdiction of the LDYSL.  Games will only be re-scheduled by the indoor committee if the outcome of the game affects first place in the standings.

 

Rules of the Game –Indoor

 

10.8            Number of Players playing the field:

U9 - U12                 Seven (7) players including the goal keeper

U13 - U18                 Six (6) players including the goalie

 

10.9     The Minimum numbers of players on the field:

U9-U12                 Five (5) players

U13 - U18                 Four (4) players

 

10.10   There is NO offside in Indoor Soccer.

                       

10.11   All games will consist of two, twenty-two (22) minute halves with a one minute half time break.

 

10.12   All games must start promptly. If the grace period of 5 minutes has passed, the team having less than the required number of minimum players will forfeit the game and the game result will be recorded as 3-0 in favor of the opposing team. If both teams have less than the minimum both teams will be considered to have forfeited the game.  Teams will be fined as per LDYSL 20.2.

 

10.13   The visiting team kicks off to start the game.  The ball may be kicked in any direction for all kickoffs.

10.14   In Indoor Challenge Cup and Indoor League Championship games, if the score is tied after regulation time, penalty kicks will be taken as per FIFA rules.

 

10.15   The Indoor Challenge Cup draw shall be held on or before December 15 of the respective year.

 

Substitutions

 

10.16   Any team member can substitute on the “fly” at any time during the game, including the goal keeper for which the referee must be notified.

 

10.17   The referee may stop time at his/her discretion otherwise the clock will remain running.

 

10.18   Players substituting must be near the touch line nearest their bench area. Failing to do so will result in “too many players on the field” and a two minute minor penalty will be given to the incoming player.

 

Ball Out of Play

 

10.19   Throw ins are replaced by kick ins.

 

10.20   All free kicks are indirect except penalty kicks. Opposing player must be a minimum of five meters from the ball.

 

10.21   A goal cannot be scored directly from a kick off, corner kick, or goal kick.

 

10.22   The ball will remain in play if it hits the roof of the dome directly above the field of play.

 

Fouls and Penalties

 

10.23   Slide tackles are NOT allowed in Indoor games.

 

10.24   A referee may assess a two minute penalty for an offence, a caution (yellow) card or both. If in the opinion of the referee, the offence is serious within the penalty area, the referee may award a penalty kick PLUS a two or five minute penalty.

Penalty Assessment:

Ejection (red)                          5 minutes

 

10.25   If a team has two players serving time penalties and another player on the same team receives a time penalty, that player must go into the penalty box.  The team must substitute players not serving time penalties to maintain the minimum number.  The time penalty of the third player will not commence until the time penalty of the first player has expired.

 

10.26   In the case that an ejection causes a team to have less than the minimum required players on the field, the penalized team will forfeit the game and the game result will be recorded as 3-0 in favor of the opposing team.

 

10.27            Another player on the field may serve a “time” penalty for a goalkeeper.

 

10.28   Spitting is not permitted at any time in Indoor Soccer.

 

11.0     MINI TEAMS – Rules as per the OSA Mini Rules with the following exceptions:

 

11.1     All free kicks are indirect except for penalty kicks.

 

11.2          The ball must be thrown in when the whole ball crosses the sidelines.

 

11.3     Two 35 minute halves will be played.

 

12.0            PROTESTS TO LDYSL

 

12.1            Protests based on decisions made from the referee’s interpretation of FIFA Laws will not be heard.

 

12.2            Protests on player identity in a game where the Player Books were not checked will not be heard.

 

12.3            Protests will be handled as per LDYSL Rules and Regulations.  All protests must be submitted in writing to the League Secretary within 7 days of the game being completed and accompanied by a fee as indicated in Appendix A.  Such protest fee shall be in the form of a club cheque or money order.  This letter must be written on stationery containing the club letterhead and signed by a member of the club executive or the club representative to the League.

 

12.4     The League will investigate and apply LDYSL Rules and Regulations to referee reports sent to the League.  Club(s) violations that are reported to the League will be forwarded to the club and the club(s) may request a hearing to protest the report

 

13.0            HEARINGS

 

13.1     The LDYSL will review the protests and reports and send a response within 14 days.

 

13.2     If the protest is ruled out of order, the protest fee will be returned.

 

13.3            Following the scheduled hearing: If the protest is upheld, the fee will be returned.

 

13.4            Following the scheduled hearing: If the protest is denied, the fee will be forfeited.

 

13.5     Parties to attend a protest hearing will be given 10 days notice unless the parties agree to waive the notice time.

 

13.6     Any club that is properly informed of a scheduled LDYSL hearing and fails to attend will be fined as per Appendix A.

 

13.7     The decision of the Hearing Panel shall be communicated in writing to the parties involved within seven (7) days of the hearing.

 

13.8     Any decision of the Hearing Panel resulting from a protest may be appealed to the District Association (ESMA) in accordance with their appeal process. (see Appendix B)

 

 

 

 

14.0             NOTICE

 

14.1     All notices served by the League shall be sent by the League Secretary via mail or e-mail to the last known address of the person on record as the club representative. It is the responsibility of the club to inform the League of any changes in the Club Contact and/or the preferred method of contacting the Club Contact by the League.

 

15.0            GAME DURATION / BALL SIZE

 

15.1            Duration of the games as sanctioned by the Ontario Soccer Association is as follows:

 

U9   – U10                 Regulation Time-2 periods of 35 minutes

U11 – U12                 Regulation Time-2 periods of 35 minutes

U13 – U14                 Regulation Time-2 periods of 40 minutes

U15 – U18                 Regulation Time-2 periods of 45 minutes

 

15.2     A League game must have reached the three (3) quarter mark to be final. If rained out or stopped prior to the three-quarter time (determined by the referee) the game shall be replayed in its entirety. Any team being judged to have caused a game to be abandoned shall be dealt with in accordance with Rule 18.

 

15.3     The home team shall provide the match ball, which shall be property inflated and conform to the size as stipulated below:

16.0            SUBSTITUTES

 

16.1            Substitutes are permitted when a goal is scored, at a goal kick, at half time and when an injury occurs at the referee’s discretion.

 

16.2     All L6 teams can substitute on their own throw-ins, regardless of age. L5 teams up to and including the U13 age group may substitute on their own throw-ins. The opposing teams can also call for a substitution when the initial substitution is requested.

 

17.0     LAWS OF THE GAME

 

17.1     Laws of the game shall be as approved by the OSA.

 

18.0            DISCIPLINE, PLAYER ELIGIBILITY AND APPEALS

 

18.1            Discipline comes under the jurisdiction of the Association Rule 7, which states, “All discipline of players, clubs or team officials shall be under the control of the Association.”

 

The Association shall handle cases involving physical assault of the referee.

 

18.2     A player that has received three Cautions or an Ejection must comply with the mandatory attendance at the EMSA Office. A team official (Coaches – Assistance Coaches – Managers) who is removed during a game by the game official must comply with the mandatory attendance at the EMSA Office. Please see Section 7.3 of the EMSA Rules & Regulations.

 

18.3     Player eligibility as defined by OSA Policy is a disciplinary item under the jurisdiction of the District where the reported would be registered.  Protests submitted by Clubs on these issues should be copied to the League to ensure that the Game Default is awarded should the club in question be found to have committed the reported misconduct.  Upon being found guilty, the team will forfeit all points in the respective League or Cup game in which the ineligible player participated and will be fined as per LDYSL Rules and Regulations.  Misconduct reports sent to the League will be forwarded to EMSA.

 

19.0            GAME SHEETS / SCORE

 

19.1     Fifteen (15) minutes before the start of the game, a completed three (3) part game sheet from each team must be handed to the referee, who shall give each team the third completed copy of their own game sheet at the end of the game. Any dispute regarding a player's eligibility must be reported to the referee as in Rule 5. The referee will make reference to the dispute on the copy of the game sheet that is returned to the League.

 

19.2     Only those players listed on the game sheet may participate in the game.

 

19.3     The game sheet will include the full name of all players participating in the game along with their OSA Registration number.  All guest players or players on permits must be clearly marked on the game sheet in the properly designated areas.   Copies of trial permits or temporary registration permits must be attached to the game sheet.  All team officials must sign the game sheet.  Failure to comply with the above game sheet rules may result in a fine.

 

19.4     Both teams must enter their game report and scores via the LDYSL web site before 11:59 pm of the following day. Failing this requirement, teams will be assessed a fine for each occurrence as detailed in Appendix A. 

 

19.5     Referee must indicate on the game sheet if a team official has been removed from the game and if the warranted report has been forwarded to EMSA.

 

20.0            DEFAULTS, FORFEITS AND ABANDONMENTS

 

Default: To cause a game to not be played due to a lack of players.

Forfeit: To fail to attend the requisite field for a scheduled game.

Abandon a game: To leave the field of play after a game has begun without the permission of the referee, to leave the game site without the permission of the referee, or to cause, by the actions of players, team staff or parents, the referee to terminate the game.

 

20.1     A grace period of 15 minutes (outdoors) and 5 minutes (indoor) will be given to teams to show up for a scheduled game.

 

20.2     (1)            Team(s) with less than seven players after grace period will default the game (a minimum of three players and one team staff must be present or the game will be registered as a forfeit).

 

(2)            Teams defaulting games by having insufficient players to start a game will be fined in accordance with LDYSL Rules and Regulations.  This fine will be doubled with each occurrence.  (see Appendix A)

 

(3)            Team(s) with less than seven players any time during the game will default the game.  There will be no fine for this type of default.

 

20.3     Any team forfeiting a game will be fined in accordance with LDYSL Rules and Regulations. This fine will be doubled with each offence.  Following three forfeits, the team’s registration may be suspended or revoked. Applicable fines may apply.

 

20.4     Any team(s) found to have abandoned a game will be fined in accordance with a forfeit.  That team will also be required to pay the applicable field rental and the referee(s) fee(s).

 

20.5     (1)            A team defaulting a game, forfeiting a game or causing a game to be abandoned, shall automatically be deemed to have lost the game by a score of 3-0.

 

(2)            If both teams are in violation of defaulting a game, forfeiting a game or causing a game to be abandoned both teams will be fined as per LDYSL Rules and Regulations.  No points will be awarded for these games.

 

20.6     It is the responsibility of each club to ensure that all team officials are conversant with these policies and that team officials pass this policy on to all parents, guardians and spectators.

 

21.0            GROUNDS / COLORS / NETS

 

21.1     Each team shall register its colors and home playing field. All home teams must play in their registered colors. The away team must make sure that their colors do not conflict with those of the home team and in the event of two teams wearing similar colors; the away team shall change their colors. All sweaters must have different numbers, at least six (6) inches high.

 

21.2     Nets and Corner Flags: The home team must supply the goal nets and corner flags, which shall be mandatory. The corner post should be at least five (5) feet high and should be non- pointed.

 

21.3             Coaches: while the game is being played, will take position at the player’s bench and remain within one (1) metre of his / her team’s bench area.

 

21.4     At all LDYSL games, both teams must be positioned on one side of the field with all spectators on the opposite side of the field.

 

22.0            REFEREES

 

20.1            Referees in all games shall be appointed by the Referee Coordinator. If no qualified referee is available to officiate a game, the game has to be postponed and rescheduled, except, if coaches from both teams agree and sign the game sheet indicating their consent, some other person may officiate the game. Teams, who agree on some person other than the assigned referee to handle games where necessary, will not be allowed to protest or appeal against such person.

 

22.2            Referees shall be suitably attired.

 

22.3            Referees shall keep a record of the game, time, score and goal scorers. These statistics along with the referee's game sheet containing the player's names shall be forwarded to the League Statistician within twenty-four (24) hours of the game (Sundays and holidays excluded).

 

22.4     Any action detrimental to the game shall be reported by the referee in writing and sent along with the team sheet, including a report on any red or yellow cards given

 

22.5     The League Board of Directors prior to the beginning of each playing season shall determine the Referee and Referee Assistant’s fees.

 

22.6            Referees' fees must be paid by the home team in all games prior to the commencement of the game. If a game was not started, the referee and assistant referees in attendance are to be paid half the game fees by the home team.

 

22.7     All regular league games in the 15 to 18 L5 Divisions (Boys & Girls) shall have assistant referees.

 

23.0            SELECT TEAMS

 

23.1     Teams must have their players available to select teams operated by the OSA regional coach.

 

24.0            POSTPONEMENT AND RESCHEDULING

 

24.1            Coaches and team officials are not permitted to postpone and reschedule any games under the jurisdiction of the LDYSL.

 

24.2     It is the League's general policy to adhere strictly to the Final schedule. The league schedule is declared final at the commencement of the Annual Coaches Meeting.

 

24.3     Only the Respective League Directors are authorized to approve a change in the final schedule. This authority may be delegated in the case of extended absence.

 

24.4            Changes will only be entertained on the following basis:

 

(1)   Both Coaches / Club Contacts have agreed to the change with a valid reason.

 

(2)    Postponement is necessary due to inclement weather or poor field conditions at the discretion of the referee.

 

(3)   A game is postponed due to the discretion of the park and/or owner of the playing field (or their official).

 

(4)   A team has three (3) or more players on Regional, Provincial or National Team duty, provided that ten (10) days written notice has been given to the League and to the opposing team.

 

(5)   A team has an Ontario Cup game, provided that ten (10) days written notice has been given to the League and the opposing team.

 

24.5     The Respective Director must approve all changes made after the final schedule is published.  No game may be postponed or rescheduled unless the Respective Director has received a Game Change request as submitted through the E2E website.

 

(1)   The two coaches must agree upon a new time, date and location before submitting a Game Change Request on the web site. The coach who submits the original entry will be deemed to have been the coach requesting the change. The second coach will confirm the new time, date and location on the web site. Once confirmed, these entries will forward an email to the appropriate Convenor for authorization. Once confirmed by the Convenor, an email will be processed to both coaches and the Referee Coordinator. 

 

(2)   The Game Change Function is meant for changes to matches beyond five days prior to the scheduled game. Any change required within the five day period must be called into the respective Convener for authorization.

 

(3)   ALL authorized game changes made after May 31 will result in a game change fee being assigned to the requesting team in accordance with Appendix A.

 

(4)   Game cancellations as noted in Rule 24.4 (2)-(3): The two coaches must submit entry into the LDYSL score system as a cancellation. These games will be rescheduled as the same protocol as above. The rescheduling of these games must be submitted within five days of the postponed game.  Weather and Field related problems will not incur a game change fee.

 

(5)   Any game postponed for any reason that is not rescheduled within fourteen days shall be rescheduled by the Respective League Director and a fee will be assessed to each team.

 

24.6     All League games must be played no later than the Thursday prior to the Final Weekend of the hosted games of the Challenge Cup.

 

24.7     Unless twenty-four (24) hours’ prior notice is given to the visiting team, only the referee can determine if unplayable conditions exist. Should a private club determine that unplayable conditions exist with less than twenty-four (24) hours notice, then the game will be rescheduled by the League to the visiting team's field and the referee's costs will be paid by the opposing team. The home team (Club) must obtain a written notice from the private club and provide a copy to the appropriate Convenor.

 

25.0            DROPOUTS

 

25.1     Should any team drop out of the League and or be suspended all games played by that team shall be declared null and void in the league standings. The team application in the following year will be under review.

 

25.2             Withdrawal of Teams after Registration

 

(1)   If a registered team withdrawals before April 15, they will forfeit the registration fee.

 

(2)   After April 15 until the season for that division begins, upon withdrawal of a team the respective Club shall forfeit the registration fee and will be fined $250.

 

(3)   After the season for the respective division begins (i.e.: the first scheduled game regardless of the teams involved) upon withdrawal of a team the respective Club shall forfeit the registration fee and will be fined $500.

 

26.0            SERIOUS MISCONDUCT

 

26.1            Violence of any nature does not have a place in soccer. A zero tolerance attitude has been adopted by the LDYSL

 

26.2     An occurrence of any type of misconduct, such as spectator problems, violent conduct, fights, assaults or teams leaving the field of play without permission of the referee will be dealt with as follows.

 

(1)        Any team found guilty will, on the first offence, be fined two hundred (200.00) dollars. The offending team, depending on the severity of the offence, may also be suspended from the league for the balance of the season.

 

 (2)       Any team found guilty of a second offence in the same season will be removed from membership of the league for a minimum of twelve (12) months and fined $200.

 

27.0            OTHER MATTERS

 

27.1     All matters not covered by the League Constitution and/or Rules and Regulations shall be governed by the provisions of the District and Provincial Policies.

 

27.2     The Duties of the Club Representative are a part of the LDYSL Rules and Regulations A (see Appendix C).

 

28.0            CHANGES OR ADDITIONS

 

28.1     The foregoing Rules and Regulations may be changed or added to at any time by a majority vote of the League Board of Directors or by Member Clubs at any General Meeting. Such changes must be published to the members at least fourteen (14) days prior to them taking effect.
